When a vehicle owner needs replacement plates(s) and/or replacement sticker, whether due to theft of or injury to the plate, an application can be made in person at a local Secretary of State facility, by submitting an Application for Vehicle Transaction(s) VSD 190 by mail, or by submitting a request online.
You must fill out the Application for Vehicle Transaction(s) (VSD 190). The Electronic Registration and Title (ERT) System allows you to complete and print an Application for Vehicle Transaction(s) (VSD 190) online. You cannot currently complete a transfer only transaction using the online system.
Complete and mail the Notice of Sale form (attached to the bottom of the title) to the Secretary of States office. If the title does not contain a Notice of Sale form, it may be down- loaded at ilsos.gov. Request the buyers name and address in case there are title or registration problems after the sale.
A bill of sale should include the name, address, and drivers license numbers of both the buyer and the seller, along with the signatures of both parties. This document should also include essential information about the vehicle, including the make, model, year, VIN, color, and current mileage at the time of sale.
Alternatively, you may visit a Secretary of State facility and complete Application for Vehicle Transaction(s) (VSD 190) or call 800-252-8980 (Illinois Only) to receive the form. Check Transfer or Title and Transfer if the applicant wants to transfer current plates.
Electronic Registration and Title Vehicle Services The ERT System may be used for the following transactions (mobile homes excluded): Title. Title and Transfer.
You must fill out the Application for Vehicle Transaction(s) (VSD 190). Check the box for Corrected Title in the top section. Fill out the sections that are changed. Indicate your reason for requiring a corrected title. Write in the current vehicle odometer reading. Sign the document.
The total fee for a standard vehicle is $316 ($165 vehicle title + $151 registration/license plates).
