If your landlord refuses to provide a reference, there are a few simple solutions you can try; speak with your letting agent, ask a previous landlord for a reference, ask for a character reference, collate proof of rent payment, or explain the situation to your new landlord, if they seem reasonable.
Landlords and letting agents cannot charge for things like: references. administration. credit and immigration checks.
If you rent through a letting agency, you may be asked to pay an administration fee, to cover things such as checking the inventory and taking up references. Its illegal for an agency to charge you anything other than a deposit, so you shouldnt hand over any money.
The landlord has to file for a police verification with particulars of the tenant and submit it to the nearest local police station. The police use this information for a background check of the tenant which includes any criminal record.
Applying for a Basic DBS Check The prospective tenant must apply for the Basic DBS Check themselves the landlord cannot apply on their behalf. There is a modest fee for this check (at uCheck its 43 per check) so landlords should agree with the tenant in advance whether theyll reimburse the cost.
This cost must be covered by the landlord of letting agency, including the cost of any guarantor references that could be required. If the tenant fails the reference check they still cannot be charged for the service.
DBS checks can only be made by an employer and cant be requested by the applicants themselves, nor by private individuals (e.g. landlords).
