Look at the stamp. There will be a printed mark that has some part of it which crosses the stamp. That is called a post mark or cancellation.
Fill a shallow dish with 2 to 3 cm of cold tap water. Float the stamp, face up, on the surface of the water. Wait 5 to 60 minutes until the border around the stamp looks soaked, then carefully lift it out using tongs. Put the stamp face down on some paper towel and use tongs to peel the paper off the stamp.
Cancelled stamps do have value but it is usually far less than stamps without cancellation marks on them. The value attached to a cancelled stamp will depend on the stamp's rarity and desirability for collecting. Generally, the heavier the cancellation mark, the lower the stamp's value and it will get a "poor" grade.
§ 479.163 Reuse of stamps prohibited. A stamp once affixed to one document cannot lawfully be removed and affixed to another. Any person willfully reusing such a stamp shall be subject to the penalty prescribed by 26 U.S.C.
It is illegal to reuse stamps even if they were not cancelled. Stamps are “cancelled” when used.
For self adhesive stamps, use a large 2 inch deep tray 2/3 full of very hot water and a squirt of dish soap. (Dawn works great, or SunLite with Lemon) Add stamps, then move around gently until they start separating, then place in another dish of warm clean water rinsing well, as this removes ALL glue residue.
A cancellation is a postal marking applied to a stamp to show that it has been used and is no longer valid for payment of postage. A postmark can be a cancellation, if it is actually applied to the stamp, but postmarks are often found elsewhere on the cover rather than directly on the stamp.
(3) The person required by sub-section (1) to cancel an adhesive stamp may cancel it by writing on or across the stamp his name or initials or the name or initials of his firm with the true date of his so writing, or in any other effectual manner.
Look for a cancellation mark. If a stamp has been used, it will be stamped with a cancellation mark over the design. The heavier the cancellation mark, the lower the value of your stamp; you want to make sure it doesn't blot or cover the stamp's design.
