In order to complete your cancellation or withdrawal: Login to StarRez at residence.utoronto.ca with your UTORid Password. Select My Applications and proceed through the correct application. Proceed to the Application Status Under Select Next Step, choose Cancellation/Withdrawal Form
If you have been invited to register in more than one program of study, you can cancel one of them on the ACORN/ROSI by selecting the Cancel Program of Study option on the Financial Accounts page.
If you wish to cancel your application, you may log in to your account and withdraw the program choice(s) you no longer wish to apply to. Be sure to submit your changes by clicking Review and Submit. Remember that all processing fees are non-refundable.

Cancelling Registration If a student is unable to cancel their registration on ACORN, the student can contact their College Registrars Office. Cancellation of registration only occurs when all courses are cancelled by the deadline to cancel courses without academic penalty.
A course with a grade of 50% - 59% can be retaken once, provided that it has not been used to satisfy a prerequisite requirement for an upper-level course. In order to retake a course within this grade range, students must request permission to register by contacting the Undergraduate Student Office, ARTS 265.
So you should visit the university get the rules from them. On filing the formalities you will be asked to, you can cancel your registration. Cancelling Registration is allowed by all the universities. For the procedure you have to contact your university.
