During e-Ticket booking through IRCTC website or mobile app, if the amount is debited from your account but no ticket has been issued to you, then the entire amount (except for the transaction charges for bank/cards) will be refunded to you by IRCTC.
Most Amtrak tickets are refundable and can be canceled and refunded online. A cancellation fee may apply depending on the type of fare you purchased and how close to your departure date you cancel. Refunds for canceled reservations will be applied to the original form of payment or an eVoucher.
If the train is marked as CANCELLED in Passenger Reservation System (PRS) due to bdocHubes, floods, accidents etc., full refund is permissible in case the ticket is cancelled within three days of the scheduled departure of the train.
