When decoding Base64 text, four characters are typically converted back to three bytes. The only exceptions are when padding characters exist. A single = indicates that the four characters will decode to only two bytes, while == indicates that the four characters will decode to only a single byte.
Base64 only contains AZ , az , 09 , + , / and = . So the list of characters not to be used is: all possible characters minus the ones mentioned above. For special purposes . and are possible, too.
A Base64 string will end with == if and only if the number of bytes it encodes, mod 3, equals 1. Do you see the pattern? It happens that 16-byte (128-bit) encryption keys are very commonly encoded in Base64, and since 16 mod 3 = 1, their encoding will end with == .
Each Base64 digit represents exactly 6 bits of data. So, three 8-bits bytes of the input string/binary file (38 bits = 24 bits) can be represented by four 6-bit Base64 digits (46 = 24 bits).
With padding, a base64 string always has a length that is a multiple of 4 (if it doesnt, the string has been corrupted for sure) and thus code can easily process that string in a loop that processes 4 characters at a time (always converting 4 input characters to three or less output bytes).
Base64 is a group of similar binary-to-text encoding schemes that represent binary data in an ASCII string format by translating it into a radix-64 representation. The term Base64 originates from a specific MIME content transfer encoding.
The length of a Base64-encoded string is always a multiple of 4.
