In the AutoCorrect window, click the AutoFormat As You Type tab. Make sure Straight quotation marks with smart quotation marks is selected, and then click OK.

Choose Pages Settings (from the Pages menu at the top of your screen). Click Auto-Correction at the top of the settings window. In the Formatting section, select the Use smart quotes and dashes checkbox. Click the pop-up menus for double and single quotes, and choose a style for each.
From now on, if you want to turn on smart quotes, hit Alt+. Hit Alt+ again to resume straight quotes.
On the File tab, click Options. Click Proofing, and then click AutoCorrect Options. In the AutoCorrect dialog box, do the following: Click the AutoFormat As You Type tab, and under Replace as you type, select the Straight quotes with smart quotes checkbox.
I would like to inform you that if you are using a US International keyboard, you will need to press the () key twice or press it once followed by a character to get the quotation mark () printed on the screen.

You can use smart quotes to automatically convert quotation marks to curly quotation marks and use smart dashes to convert double hyphens (--) to dashes ().
