Understanding the Warp Tool In Photoshop. Photoshops warp tool lets you do just that warp an image. You can take a selection and drag to reshape it however you want. The warp tool can be accessed by going to Edit at the top of the screen, then selecting Transform, and then Warp.
Go to Edit Transform Rotate, or press Ctrl+T (Cmd+T on Mac). Then, drag the corners of the layer to turn it.

Press and hold R. Instantly the cursor changes into the Rotate View Tool where you can click-drag using the left mouse button on the photo to rotate it. As soon as you stop pressing R on the keyboard, you are back using the brush tool.
