The keyboard shortcut for the blur tool is the letter R. You can cycle through the blur, sharpen, and smudge tools by holding down the Shift key while pressing the shortcut letter. The sharpen, and smudge tools are hidden under the blur tool in the toolbox.
If you want to blur a layer in Photoshop, you will need to first select the layer you want to blur, and then use the Blur tool. To do this, simply click on the Blur tool in the toolbar and select the layer you want to blur. Next, drag the slider to the desired amount of blur, and then release the mouse button.
