X-ray photoelectron spectroscopy (XPS) is the most established surface analysis technique for determining the oxidation state of Mn in near-surface regions of minerals and other materials. The three dominant oxidation states of Mn in the environment are II, III, and IV.
In XPS, photons with sufficient energy hn are absorbed by a system causing core electrons are ejected from the sample. If the energy of the photons, hn, is larger than the binding energy of the electron (Eb), the excess energy is converted to kinetic energy of the emitted photoelectron (Ek).
Here, higher binding energies mean also higher oxidation states. This is known as chemical shift. A good starting point for a literature research for the peak shifts of your material is the XPS database of NIST:

This chemical shift is dependent on the electronegativity (electron withdrawing power) of atoms bonded to carbon. Oxygen having more electron withdrawing power than carbon or hydrogen results in an increase in the C-O binding energy relative to C-C. Multiple bonds to electronegative atoms as in O-C=O.
