Evidence of redlining can be observed in the systematic denial of mortgages, insurance, loans, and other financial services based on location rather than on the individuals qualifications and creditworthiness. Black inner-city neighborhoods were most likely to be redlined.
This practice was widespread and institutionalized, and it was used to discriminate against minorities and low-income communities, says Sam Silver, an agent with eXp Realty in Santa Clarita, California.
The Fair Housing Act officially outlawed the practice of redlining in 1968. But despite being illegal, redlining and discriminatory housing practices still persist to this day, many of which are successfully prosecuted by the Justice Department.
The 1968 Fair Housing Act outlawed racially motivated redlining and tasked federal financial regulators, including the Federal Reserve, with enforcement. Redlining is the practice of denying people access to credit because of where they live, even if they are personally qualified for loans.
Color-coded maps developed by the federal Home Owners Loan Corporation identified where households of color lived and deemed those redlined areas unsafe for lending. The FHA refused to insure loans in redlined communities, and private lenders across the country followed their lead.
Redlining deepened neighborhood racial residential segregation [2, 8], and Black and other prospective homebuyers of color were disproportionately shut out from favorable loan terms and new housing developments contributing to long-term disinvestment in their neighborhoods [1, 9].
The legacy of redlining is particularly pronounced in the Northeast and Midwest,1. where cities like Cleveland, Pittsburgh and Chicago are home to some of the most segregated formerly redlined zones in the country. This segregation is especially entrenched in redlined cities with large Black populations.
