Everyone would have their own ideas on what to complete first and last. I usually start with the face, working the features from the forehead down. This is to avoid smudging the work. I would also complete the eye surround in part before tackling the eyes themselves.
Nose. Learning how to draw a nose should be your first task, as its the easiest facial feature to recreate using pencil and paper. There are a variety of methods that can be used, depending on whether youre drawing a face straight on or in profile.
Contrasting values placed side by side will accentuate each other; lights will appear lighter and darks will appear darker and in turn create a 3D illusion. Detail is also a lovely inclusion to create the illusion of depth in art.

I personally always start with drawing the eyes first, then the eye brow, the nose, lips, then i put in the shape of the head in relation to what i have down. i dont ever have a problem with making the face too small or too big anymore. This system works for me now.

Start with the eyes and then move down to the nose and mouth to create the triangle of features. Apply some dark tone next to the face to help create the light edge of the face.
