The term ink blotter refers either to a handheld rocking device or simple blotting paper, both used to absorb excess ink when writing with fountain pens. Blotting paper is a textured, thick paper specifically made to quickly absorb excess ink.
Steps: Moisten a cotton ball or swab with rubbing alcohol. To prevent the stain from spreading, do not rub it. If the ink has been loosened from the stained area, paper towels can be used to absorb it. Once the ink has been completely removed, repeat the process. Allow the paper to air dry.
The most common formula is mixing 2 parts ink to 1 part distilled water. Calligraphers using cartridge pens achieve this by injecting the little calligraphy ink cartridge with a carefully measured squirt of distilled water.
Apply a solvent like rubbing alcohol, hair spray, or hand sanitizer to an inconspicuous area of the garment with a cotton swab and let it sit for 1 to 3 minutes. Blot with a paper towel, and if no color comes off on the towel, continue to pretreat. Blot excess ink with a paper towel to remove ink from clothes.
First, soak the cotton ball (or a like-colored cloth, if you dont mind the ink transferring) in rubbing alcohol, alcohol-based hand sanitizer, or nail polish remover, then lightly dab the stained area until the stain is completely gone.

Blotting paper is an thin and smooth material that allows a little thicker liquids like ink to absorb. When blotting paper is dipped in ink, the ink rises up the paper due to capillary rise. Hence, the absorption of ink by blotting paper involves the capillary action process.
