For a router, inbound and outbound traffic is related with external traffic, this is the traffic ACL will check. INBOUND traffic comes from external and enters the router in a sub-interface ( in).. OUTBOUND traffic comes from external and leaves the router in a sub-interface (out).
You do that by using the ip access-group ACLNUMBER in|out interface subcommand. in and out keywords specify in which direction you are activating the ACL. in means that ACL is applied to the traffic coming into the interface, while the out keyword means that the ACL is applied to the traffic leaving the interface.
