Phasing out is unrelated to exiling. A permanent that phases out remains on the battlefield (unless its a , in which case it ceases to exist); it doesnt go to the exile zone.
Phased-out zone Despite changing game zones, the original phasing rules treated phased-out permanents as though they hadnt changed zones. This was unintuitive, so this was changed to the current functionality of a phased-out permanent being treated as though it didnt exist, without actually changing zones.
Phased out permanents are still on the battlefield but are treated as though they werent there in all respects. Thats why creatures which phase in can attack that turn and dont suffer from summoning sickness and why counters remain on permanents that phase out, and so on.
Whenever a permanent phases out, it is no longer affected by anything going on in the game. It cant be targeted, damaged, destroyed, exiled, or otherwise interacted with in any way it essentially ceases to exist. Whereas exiling a permanent moves it to the exile zone, phasing simply acts as if it ceased to exist.
Phase out (While its phased out, its treated as though it doesnt exist. It phases in before its controller untaps during their next untap step.) Phasing is a mechanic where permanents may phase out, causing them to be treated as if they dont exist until they automatically phase back in on their next untap step.
