There are no restrictions on what characters you can use in a CSV file. The limitation is the way the file is encoded. Here is an article on choosing the right encoding, UTF-8 is the recommended encoding for the file because it supports almost every possible character.
This happens because there is a Unicode UTF-8 Byte Order Mark (BOM) at the start of the file. The CSV file was saved as a CSV UTF-8. Then, while the web browser interprets this text, it can display it as .
Here are the steps: On a Windows computer, open the CSV file using Notepad. Click File Save As. In the dialog window that appears - select ANSI from the Encoding field. Then click Save. Open this new CSV file using Excel.
