Does blackout work on DoTs?

Blackout only procs on cast, not ticks of DoTs, the reason it feels higher is probably because of Mind Spike.

How to add shadow to button in WPF?

In the Properties grid, set the following properties: Set the BlurRadius property to 7. Set the Direction property to 180. Set the Opacity property to 95%. Set the ShadowDepth to 8.

Can Shadow Word: Pain proc blackout?

Blackout triggers from damage spells from the Shadow tree, but not from Shadow spells in the Discipline tree (such as Mana Burn or Feedback). It does not trigger off spell ticks (such as each tick of Shadow Word: Pain), only at the initial hit of the spell.

Does blackout proc on dots?

Blackout will only proc on initial spell casts, not on the individual damage ticks of SWP or Mind Flay. This effect is also subject to diminishing return in both PVE and PVP, meaning the stun duration will be shorter for every time it affects your enemy.
