One of the most common methods is to use a branded solution called Plasti Dip; this is a spray-on paint used to blackout emblems for up to 3 years with good bonding.
To remove an emblem from a car, start by pouring hot water over it to soften the glue. Alternatively, try spraying the emblem with adhesive remover or warming it with a hair dryer, which will make it easier to remove it from the vehicle.
I would paint the car, then use low tack masking tape to block out around the letters and then use some chrome foil. If you lightly burnish down the foil over the raised letters, it should adhere only to them and not the area surrounding them, kind of like a dry transfer.
