This mainly happens when your photo is RAW, which is a type of uncompressed image file format thats more like a digital negative. The RAW image isnt going to open in Photo Viewer, as a result, it may show half or full gray or black screen when you want to see it.
Incorrect color mode: If the documents color mode is set to Bitmap or Grayscale, the background will appear as a bitmap image instead of a solid color. To change the color mode, go to the File menu, select Document Color Mode, and then choose the desired color mode (e.g. RGB, CMYK).
If it is digital than get a photo editing software (like aviary or photoshop). Then blur the photo and color over with a drawing option. If this is a actual photo then take white out and color the face you want to hide. Then take a sharpie and color over the white out spot.
