Crime also increased under cover of darkness, from looting, theft, burglary, robbery, fraud, and gang-related activities, to rape and murder, and even serial murder. As German war-making capability declined, a dim-out was introduced in September 1944, which allowed lighting to the equivalent of moonlight.
The Blackout was introduced in September 1939. It was to stop light on the ground showing enemy aircraft which areas to bomb. Special Air Raid Wardens patrolled the streets after dark to make sure that no lights could be seen from houses. People took a long time getting used to the Blackout.
Blackouts, which attempted to extinguish or shield light sources completely, usually were called for a relatively short period in relation to a possible imminent air raid.
Blackout regulations came into force as the war began. These meant that families had to cover up all windows at night to ensure that no light escaped that could aid enemy bombers to find their targets. Street lamps were also switched off and car headlights covered except for a narrow slit.
From 1 September 1939, Blackout was enforced. Curtains, cardboard and paint were used to prevent light escaping from houses, offices, factories or shops, which might be used by enemy bombers to locate their targets. Householders could be fined if they did not comply.
Two days later on Sunday 3rd September 1939, the United Kingdom declared war on Germany. Everyone across the UK had to cover their windows and doors at night (before sunset) with heavy blackout curtains, cardboard or paint and would seal gaps around the edges with brown paper.
