Road traffic accidents The Kings surgeon, writing in the British Medical Journal in 1939, complained that by frightening the nation into blackout regulations, the Luftwaffe was able to kill 600 British citizens a month without ever taking to the air. The number of deaths peaked in 1940 at 9,169.
Most carefree attitudes toward air-raid safety changed 16 days later when Pearl Harbor was attacked. That same day, Sitka issued an immediate blackout order. Many other coastal Alaska towns followed suit by the next day.
Blackout regulations came into force as the war began. These meant that families had to cover up all windows at night to ensure that no light escaped that could aid enemy bombers to find their targets. Street lamps were also switched off and car headlights covered except for a narrow slit.
They were also a strategic necessity. The concept was simple yet profound: extinguish all artificial lights in cities and towns to obscure potential targets from enemy forces. In the United States, blackouts were implemented along both the West and East Coasts, each motivated by distinct fears and threats.
Full lighting of streets was allowed in April 1945; on 30 April, the day Hitler committed suicide, Big Ben was lit, 5 years and 123 days after the blackout was first imposed.
Each street had an ARP (Air Raid Precaution) warden. They were mostly volunteers with day jobs whose responsibility it was to police the blackout.
It was a relief to civilians when the full street lighting came back on in 1945, after more than five years of darkness. The end of the Blackout was symbolised for Londoners when the mighty Big Ben clock was again illuminated to signal the end of Britains darkest days.
From 1 September 1939, Blackout was enforced. Curtains, cardboard and paint were used to prevent light escaping from houses, offices, factories or shops, which might be used by enemy bombers to locate their targets. Householders could be fined if they did not comply.
