IT SEND MONEY INTO A PANIC, A FEW YEARS -- IT SENT TO MANY INTO A PANIC, JUST A FEW YEARS AFTER 9/11. THESE TWO ENDURED. I WOULD EYEWITNESS NEWS REPORTER ON A LOOK BACK AT THE BLACKOUT OF 2003. AUGUST 14TH, 2003, THE LARGEST CITY IN AMERICA SWITCHED OFF AT 4:00 11:00 P.M. OFFICE WORKERS POUR INTO THE STREETS, GRIDLOCK GROUPS THE CITY. HOW WOULD YOU DESCRIBE TRAFFIC IN THE CITY? COMPLETE CHAOS. FIREFIGHTERS WOULD RESCUE THOUSANDS STRANDED IN ELEVATORS. THOUSANDS MORE WOULD BE STRANDED TWO STORIES UNDERGROUND, AFTER THE TIRELESS SUBWAY SYSTEM LOST POWER. Power in western New York was restored in a few hours, thanks to the Genesee River-powered generating plant in Rochester, which stayed online throughout the blackout. Like starting a car, starting or restarting a generator requires power for a starter motor (see black start).
What Happened? More than 50 million people in Ontario and the northeastern United States experienced the largest power outage in the history of North America on August 14, 2003.
Power was restored to all of New York City at 9:30 p.m. Friday night, approximately 29 hours after the blackout began. The NYC Transit subway system resumed full service by 6:00 a.m. on Saturday morning.

The blackouts proximate cause was a software bug in the alarm system at the control room of FirstEnergy, an Akron, Ohiobased company, which rendered operators unaware of the need to redistribute load after overloaded transmission lines drooped into foliage.
Immediate Effects of the Blackout New York City television stations went off the air and even banks, stock exchanges, and brokerages on Wall Street had to shut down. The mayor of New York Abe Beame declared a state of emergency and immediately sent portable generators to hospitals within the city.
On August 14, 2003, a transmission line fault in Ohio caused by contact with a tree cascaded into what would become one of the largest outages in North American history plunging more than 50 million people in eight states and Ontario into darkness.
