The ring is actually an optical illusion. It is caused when the moon light refracts off ice crystals in a thin veil of cirrus clouds.
In 2014, ing to a BBC report, a smoke ring was observed near Warwick Castle in England. It hovered in the sky for approximately three minutes and was captured by a 16-year-old girl on her smartphone. It was later revealed to be a result of fireworks testing.
It was a smoke ring from either a fire or some type of explosion that occurred on the ground. The air around the smoke is moving faster, essentially trapping the smoke and creating the ring shape. Its still not clear what caused the initial smoke.

Even though they are tropical in nature, those cirrus clouds are made of ice crystals. The ice crystals are six-sided (hexagonal) shapes, and when the sunlight refracts through them, you get to see sundogs, 22-degree halos, and all of the other arcs and circles that come with them.
