Church discipline is clearly called for (Matthew 18:16-20) and, in this area, to bind would mean to excommunicate and to loose would mean not to excommunicate (Fruchtenbaum 2005:10).
It sometimes means to attach, to fasten (Exodus 28:28; Deuteronomy 14:25). It was used also with reference to an agreement in a judicial sense (Numbers 30:2,3), or to make one a prisoner (Judges 16:10; Psalms 149:8). It means also to control (Job 38:31).
PASSAGE: Truly I tell you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven. Again, truly I tell you, if two of you agree on earth about anything you ask, it will be done for you by my Father in heaven (Matthew 18:18-19).
This heavenly authority given to believers can be seen in Matthew 18:18-20 with the principle of binding and loosing, which means to forbid or to permit. Binding and loosing is the transfer of authority from eternity into time. It is the legal right to use power a legitimate, God ordained right.
Whatever you bind on earth is already bound in heaven, and whatever you loose on earth is already loosed in heaven (Matt 16:19 (HCSB; similarly CSB).
In this context, Jesus seems to be telling the disciples that heaven will confirm their decisions to include or remove people from the community of believers in Jesus.
The words bind and loose mean: whomever you exclude from your communion, will be excluded from communion with God; whomever you receive anew into your communion, God will welcome back into his. Reconciliation with the Church is inseparable from reconciliation with God.
Answer: Binding and loosing is a phrase which comes from the rabbis. It refers to the authority to make decisions binding on the people of God. This authority includes interpreting and applying the Word of God and admitting people to and excommunicating them from the community of faith.
