A bind variable is an SQL feature that lets you turn part of your query into a parameter. You can provide this parameter to the query when you run it, and the query is constructed and executed. Bind variables, often called bind parameters or query parameters, are often used in WHERE clauses to filter data.

Bind variables or bind parameters are the placeholders used in SQL and PL/SQL statements that mark where data is supplied or returned. In Oracle Database, a bind variable is a colon-prefixed identifier or numeral. Bind variables result in dynamic execution of SQL statements.
So, in summary, Substitution variables are variables that the user interface detects and prompts for text to substitute into the code before submitting it to the database, and Bind variables are placeholders in queries that allow SQL queries to be soft parsed rather than hard parsed when the query is re-used, help
Bind variables let you use the same SQL statement multiple times with different values, reducing the number of times a SQL statement needs to be parsed. For example, when you insert four rows in a table, you can parse the SQL statement once, and bind and execute the SQL statement for each row.
After the declaration of bind variable in SQL* Plus, we can access that variable, or we can say that reference the bind variable in Pl/SQL by using a colon (:) immediately followed by the variable name. In the above example, we first type a colon (:) immediately followed by the variable name.

Bind variables are a means of parameterizing SQL statements so that the statements have question marks or parameters in their where clauses, such as: SQL server: select count (*) from report where tenant = @tenant.
Syntax. The general syntax for bind parameters is @name where @ signifies that this is a value bind parameter and name is the actual parameter name. It can be used to substitute values in a query.
Bind variables reduce parsing and execution costs when statements are executed more than once with different data values. If you do not use bind variables, Oracle must reparse and cache multiple statements. When using bind variables, Oracle Database may be able to reuse the statement execution plan and context.
