OPF stands for Open Package Format. Its essentially an XML file, although it has the file extension . opf instead of . xml. It lists all of the contents of your ePUB, and tells the reading system what order to display the files in.
Since ePUB files are supported by majority of the eBook readers, it gives the authors and publishers a chance to expand their reader base. PDF files can be read on almost all devices, but you cannot read them on all eReaders. They are not designed to be displayed on an eBook reader.
EPUB files are flexible in that you can adjust certain aspects of the layout, including font size or color. PDF files, on the other hand, are more static. Font size cannot be changed, which makes reading on an e-reader much harder, or even impossible.

Is EPUB or PDF better? EPUB is better than PDF for eBooks. PDFs may be better for printing and possibly graphically detailed eBooks, but EPUBs are designed to be reflowable, resizable, and reader-friendly. PDFs are not really designed to be read as eBooks.
