The Special Compensation P&I Club Clause (SCOPIC) was devised to be incorporated into a Lloyd's Open Form salvage contract in order to rectify the imperfections of the International Salvage Convention (1989).
Salvor's concerns mainly were to the applicability of article 14 as this was only applicable in coastal and inland waters and it only applied if there was a threat to the environment which they had to prove. That is when SCOPIC clause came into play.

In contract salvage, the rescuer and the owner or owner's representative agree upon an amount to be paid for the salvor's services. This is often the case when a vessel simply needs a tow in, but can also arise from pre-existing contracts such as those with some of he towing services currently available.
The 1989 Convention introduced a "special compensation" to be paid to salvors who have failed to earn a reward in the normal way (i.e. by salving the ship and cargo).
Salvor's concerns mainly were to the applicability of article 14 as this was only applicable in coastal and inland waters and it only applied if there was a threat to the environment which they had to prove. That is when SCOPIC clause came into play.
SCOPIC remuneration that a salvor receives for a service is paid by the shipowner or his P&I insurer but only the sum that is over and above the traditional salvage award made against salved property under Article 13 of the Salvage Convention.
Information about SCOPIC, introduced in 1999, to be used in conjunction with Lloyd's Form of Salvage Agreement. Download the SCOPIC Clause, its appendices, Codes of Conduct, guarantee wording, and access the list of Special Casualty Representatives (SCRs).
Salvage simply means that once a claim for a damaged item has been paid, the insurer takes ownership of the item. The insurer usually offers the damaged item for commercial sale to reduce its loss (ie the amount it paid to the claimant).
The SCOPIC clause (Special Compensation P&I Club Clause) provides an alternative remuneration to salvors, which is computed differently to the awards provided in Article 13 and Article 14 of the International Convention on Salvage (1989).
