Open your PowerPoint presentation and select the text you want to apply strikethrough to. Click on the Home tab in the PowerPoint ribbon. As others said it means it is a macro enabled file (there may not actually be any macro though) and yes this is why designer doesnt work. If there are no macros save it as a pptx file.
