Each line, that begins with ! in a cisco configuration file will be seen as comment. It is not necessary to begin the line with !#
The Short Answer. You can uncomment a line in a configuration file by removing the # at the start of the line. Or, to comment out a line, add a # character to the start of the line. (Note that some languages have different comment formats, so this may not be true if youre working with a source code file.)
Configuration files may include comments, prefixed by specific characters (# and ;). Comments may appear on their own in an otherwise empty line, or may be entered in lines holding values or section names. In the latter case, they need to be preceded by a whitespace character to be recognized as a comment.
Comments can be inserted anywhere that whitespace may appear in a BIND configuration file. C-style comments start with the two characters /* (slash, star) and end with */ (star, slash).
