LaTeX includes an EPS graphics as is, or to be more exact, LaTeX just reads the BoundingBox comment inside the EPS file and creates an empty rectangular box with the appropriate size. dvips in turn fills that box with the contents of the EPS file. It is not guaranteed that drawing occurs only inside the box.
The binding margin should be at least 40mm with 20mm on all other sides. If you print on both sides of the paper, you will need to mirror the margins, so that the wider margin is always on the bound edge.
To take this into account, a binding correction is applied. It reserves space (millimeters up to centimeters) on the inner margins on book pages. This space is subtracted (and therefore: excluded) from the dimensions of the paper which are used to calculate the type area and the margins.
In comic book terms, offset binding is when the staples dont hit quite right. Usually this means the cover is a little too far to the left or right, leading to a less than clean line between front and back cover. This usually results in the interior pages not being completely covered by the outer cover.
Laying out my thesis and realised that the geometry package in latex \LaTexs=0$ actually has a bindingoffset option, which is added to the left or right margin value depending on whether the page is odd or even in a two-sided document to produce the actual offset for the body text.
