Previously, a Teams Phone Resource Account license (once known as a Virtual user license) was only required when assigning a phone number to a resource account. Now, all resource accounts must be assigned a Teams Phone Resource Account license, regardless of whether theyll be assigned a phone number or not.
Use Teams admin center Go to Users - Manage users. Select a user. Under Account General information, select Edit. Under Assign phone number, from the Phone number type drop-down menu, select Direct Routing. Enter an assigned phone number and a phone number extension if applicable. Select Apply.
Assign a license Sign into the Microsoft 365 admin center. Expand Users, then select Active users. Select the resource account to which you want to assign a license. On the Licenses and Apps tab, under Licenses, select Microsoft Teams Phone Resource Account. Select Save changes.
