The smaller group that will reassign the approval process will have to have Admin Privileges or its the Approver who has the right to reassign an approval request. They can reassign the approval to a different user using the advanced approval screen.
You can APPROVE/REJECT/ABSTAIN/RESET replying to the received email by adding the following tags: @APPROVED optional text@ @REJECTED optional text@
Delegated approvers cant reassign approval requests; they can only approve or reject approval requests. Note Internal Salesforce users are listed by and can be added using the Delegated Approver lookup field.
