At the time a rental home turns over to a new tenant, the cap would not apply. The bill would also restrict late fees to 1.5% of a tenants total monthly rent.
In Western Australia, rent for periodic tenancies can be increased every 6 months with a 60-day notice. For fixed-term agreements, rent cannot be increased unless it is written into the agreement. There is no cap on how much rent can be increased in Western Australia.
Landlords are generally prohibited from locking a tenant out of the premises, from taking a tenants property for nonpayment of rent (except for abandoned property under certain conditions), or from intentionally terminating a tenants utility service. Various penalties exist for violating these protections.
