A binary point is like the decimal point in a decimal system. It acts as a divider between the integer and the fractional part of a number. In a decimal system, a decimal point denotes the position in a numeral that the coefficient should multiply by 100 = 1.

How do you represent 0.5 in binary? Multiply the 0.5 by 2 : 0.5 × 2 = 1.0 . Since the result is 1 , add 1 to the binary fraction: 0.1 . The remaining decimal part of the number is zero; thus, the representation is complete!
The number 0.1 can be represented in binary as 0.00011001100110011... . The pattern of 0011 repeats infinitely. We can't store the binary equivalent of decimal 0.1 .
The simplest is to simply use the leftmost digit of the number as a special value to represent the sign of the number: 0 = positive, 1 = negative. For example, a value of positive 12 (decimal) would be written as 01100 in binary, but negative 12 (decimal) would be written as 11100.
