(a) When, either before or after receipt of proposals, the Government changes its requirements or terms and conditions, the contracting officer shall amend the solicitation.
(g) The contract modification or other written document which notifies the contractor of the exercise of the option shall cite the option clause as authority.
Contract modifications are of the following types: (a) Bilateral. (1) Make negotiated equitable adjustments resulting from the issuance of a change order; (2) Definitize letter contracts; and. (3) Reflect other agreements of the parties modifying the terms of contracts. (b) Unilateral. (1) Make administrative changes;
Determination: Both the change in the additional place of performance as well as the costs associated with the shutdown in one region (and set up in another), can be included in the contract using the Changes Clause because these changes are within the general scope of the contract, change in the place of performance
A unilateral modification (change order) may be used to: Make administrative changes. Issue change orders under a contract change or other clause.
The contracting officer must prepare and issue a contract modification to modify the agreement.
They do NOT include adding clauses, or making no-cost changes to a contract. When effecting an administrative change modification, check Block 13B of the SF 30. No other specific authority need be cited.
Administrative change means a unilateral (see 43.103(b)) contract change, in writing, that does not affect the substantive rights of the parties (e.g.,a change in the paying office or the appropriation data).
