Click and drag in the image over the area you want to select. Hold down the Shift key and drag in any direction to constrain your elliptical marquee to a circle. Hold down Alt (Win) / Option (Mac) as you drag to make an elliptical selection from the center out.

The Process With the layer you want to center selected and the marquee tool active, press CTRL + A to select the whole document and then within the move tool (keyboard shortcut: V), click either the Align vertical centers or the Align horizontal centers button (highlighted below).
Select the shape tool and use Ellipse. Draw your circle how you want it. In the style picker, go to the Visibility styles and choose Hide
