Resolving trade disputes is a key role of the World Trade Organization (WTO), with its Dispute Settlement Understanding (DSU) established in 1995. Since then, approximately 595 disputes have occurred, leading to over 350 rulings from ad hoc panels. If there is no appeal, the WTO's Dispute Settlement Body adopts the panel report unless there is consensus against it. Appeals are handled by a division of the Appellate Body, which consists of three members from a standing group of seven trade experts, who can uphold, modify, or reverse panel findings. Despite periodic calls for modernization and reform over the past 20 years, no changes have been adopted, contributing to ongoing negotiations issues.
