One of the main things to remember about the project proposal document is that it has to be short and sweet discussing all the essentials without using flowery language or memoir-like formats. Ideally, it should take 1-2 pages, depending on how big your project is going to be.

While there is not a page limitation, it is important to be concise and to select only those literature references pertinent to the proposed research. Proposal Length: The written proposal must be 12 pages in length, including figures. (The Bibliography is not included in the 12-page count, nor is the title page.)
You want the proposal to speak to them, and then motivate them to take the next step, which is to greenlight the project. Step 1: Define the problem. Step 2: Present your solution. Step 3: Define your deliverables and success criteria. Step 4: State your plan or approach. Step 5: Outline your schedule and budget.
In certain cases a few very short and general phrases are sufficient (when the proposal is 2-3 pages), while in other cases all the major points must be set out in detail (then the proposal would be 30-50 pages).
