Standard LaTeX accomplishes this with a two-stage approach. You can define a title for your document using \title{} and then create the title itself using \maketitle . You can also add other information such as the author(s) and the date, e.g. Note the use of \today to automatically insert the date you created the document.
Here's an example in which I show two methods. A simple \chapter command in the \frontmatter will not give a numbering and correctly set the header. If you want the unnumbered chapter in the \mainmatter , then you can use an explicit \chaptermark command.
