heres a flag and theres a piece of silk we want to make the flag look as if its printed on that silk we could just change the mode of this layer from normal to multiply we could see the sew through it but it doesnt look like its on top of the silk lets hide the flag and now lets save the file with just that silk layer visible if we now pick up the flag again we can go to filter distort displace leave the settings as they are and its going to ask you to choose a file and well choose the file we just saved and whats happened here is light colored pixels from the file we saved have moved the image upper to the left dark colors have moved it down and to the right but it has made it far too rough on the edges so lets undo hide the flag and lets duplicate the silk layer and this time well use filter blur and gaussian blur and well blur it enough so that we keep the big folds and wrinkles but so that we lose all of that surface texture and now save the file again hide this laye

I would use the warp tool for this. Find flag. Rotate flag and scale down. Bring up the transform options (edit - transform or ctrl + T) and select warp. I first lowered the opacity of the flag layer to see easily transform the edges.

Before you start distorting, turn the flag into a Smart Object. ... Enter Free Transform. ... Switch to Image Warp. ... Modify the distortion. ... Switch to Custom. ... Fit the tape. ... Ripple the flag.
