You need to update tablesysid in the sysattachment table of your attachment with the sysid of your incident. Then the attachment will be linked to your incident automatically.

Hi Ram, open the record(incident , change etc) Right click on header then on configure- Dictionary. Open the record with column name as blank. Click on Advanced view related list. In attribute field add one more attribute as noattachment.
Select a any catalog item for that you want to make attachment/ hide attachment. In portal Setting Tab / Section, you will find out two checkbox fields named as : Mandatory Attachment. You just need to Mark them true/checked as below. If you want to make it mandatory, then click on Attachment Mandatory: TRUE/Checked.
Resolution Navigate to the sysdictionary record of the incident table. Find the record with Type: Collection. Add the attribute noattachment
Saving an Attachment to ServiceNow: Attachments are stored in sysattachmentdoc table in 4k chunks, Attachment information is stored in sysattachment table. Sysattachment table stores files meta information including, file name, size type.
