In Google Forms, use multiple choice grid instead of multiple choice for giving multiple choices. Turn off require response for each row. Use columns for first, second, and third choices, and rows for listing choices such as sports (e.g. football, soccer, curling). Don't require response for each row if there are more choices. Limit to one response per column by selecting the three dots option in the bottom right corner.
