The tutorial is showing how to access Azure Active Directory on portal.azure.com. Even if it's not configured, you can see the option. Clicking on users reveals a list using onmicrosoft.com domains. You must input a name before onmicrosoft.com when creating something in admin.microsoft.com. You can add new users in this area, but not licenses. There are two places to add users for Azure, one through Active Directory.
