If you happened to move to a different country, you may have had to adapt to an entirely new language and culture. Adaptations can be big, like moving to a new place, or they can be small. An example of a small adaptation might be visiting a place with a different time zone than yours. You might visit somewhere where 8 PM your time is 11 PM their time. Article 13: Declared that the Articles of Confederation were forever and could only be changed by the Congress of Confederation and if all the states agreed.
The states disputes over territory, war pensions, taxation, and trade threatened to tear the young country apart. Alexander Hamilton helped convince Congress to organize a Grand Convention of state delegates to work on revising the Articles of Confederation.
5. The document was practically impossible to amend. The Articles required unanimous consent to any amendment, so all 13 states would need to agree on a change. Given the rivalries between the states, that rule made the Articles impossible to adapt after the war ended with Britain in 1783.
Ultimately, the Articles of Confederation failed because they were crafted to keep the national government as weak as possible: There was no power to enforce laws. No judicial branch or national courts. Amendments needed to have a unanimous vote.
The Articles created a loose confederation of sovereign states and a weak central government, leaving most of the power with the state governments. The need for a stronger Federal government soon became apparent and eventually led to the Constitutional Convention in 1787.
