When the Enhance command is not available, the #1 reason is that someone opened the image in Photoshop first, then chose Filter Camera Raw Filter. But Enhance is one of several Camera Raw features that is not available when Camera Raw is used as a Photoshop layer filter.
From the menu, select Photo Enhance or select Denoise in the Detail panel. Select Denoise to enhance your image. Holding Alt or Option key while selecting Denoise from the Detail panel will set the intensity of the slider to the last set Amount value.
Start by opening your JPEG file in Photoshop, then navigate to the Filter menu and select Camera Raw Filter. Once in Camera Raw, right-click on the image and choose Enhance. This will bring up the Super Resolution option.
Content-aware Fill Select a portion of an image. Use the Lasso or Marquee selection tools. Click Edit Fill Selection. In the Fill Layer dialog, from the Use drop-down, select Content-Aware. If you dont like the results, click Edit Undo, and apply another Content-aware fill.
