In general, if a designer is creating a logo for a client as a work for hire, the client will typically own the rights to the logo. In this case, the designer will transfer all ownership rights of the logo to the client, including the right to use, reproduce, and modify the logo as they see fit.

Copyright law provides that the designer of the logo is the first owner, unless its made by an employee in the course of their employment, in which case the copyright will be owned by the employer. If you employ a designer who creates your new logo, you will own the copyright in it.
