To darken highlights, press Ctrl + Alt + 2 on your image layer. this will open the RGB channel and select all the grey scale values above a certain lightness. Create a curves adjustment layer and set the mode to multiply. Reducing the opacity of the new layer if it is too strong.

If there are highlights in your scene that you want to protect, you need to underexpose the image. This is often referred to as exposing for the highlights. If youre shooting in manual exposure mode, it means using settings that the cameras exposure meter will indicate will result in an underexposed image.
The simple way is to use the eraser tool. This can be accessed by pressing [E] on your keyboard. By doing this your cursor will change to an eraser brush. You then just carefully erase out the light sky of the blown highlights.
