OSHA defines what fall protection is required based on how close employees are to the edge of the roof: Less than 6 feet from the roof edge: Employers are to ensure that each employee is protected from falling by using fall protection systems such as guardrails, safety net system, fall restraint or fall arrest systems.
OSHA defines a low-slope roof as a roof having a slope of less than or equal to 4 inches of vertical rise for every 12 inches horizontal length (4:12) (1926.500(b)definitions).
Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.
Guardrail systems must be capable of withstanding at least 200 pounds of force applied within 2 inches of the top edge, in any direction and at any point along the edge, and without causing the top edge of the guardrail to deflect downward to a height less than 39 inches above the walking/working level.
Generally, OSHA inspections concentrate on the most hazardous sites found in the workplace. Complaints from employees and referrals from agencies, organizations or the media also receive elevated attention. Workplaces with ten or fewer employees are exempt from random inspections by federal OSHA officials.
Is there even an answer to that question? No, there isnt. As far as OSHA is concerned, there is no safe distance from the edge of a roof, so you must be protected. This means that you must have rails, fall arrest systems, or a warning line/safety monitor setup no matter where it is you are working.
