Simply use a lint-free rag soaked in mineral spirits or paint thinner to rub the areas of over-applicationwherever the stain has puddled or is thick and stickyto remove the excess stain. Areas of over-application may be noticeable because the stain is darker. Start with light pressure (this may be all you need).
The new stain you are applying over the old stain should be compatible. For instance, if its an oil-based stain, apply another oil-based stain. If its a water-based stain, apply another water-based stain. Incompatible stains can lead to poor adhesion or blotchy and uneven finish.
Start by stripping off what you can (as described above), then seal the wood with a water-thin mix of de-waxed shellac and alcohol. Saturate the wood with the solution and wipe it off. Let it dry for 2 hours. Then switch to a 100 percent pigmented stain, such as Varathane (most stains are a mix of dye and pigment).

Going darker is easy enoughjust add more stain. Too red? Minwaxs PolyShades is a tinted polyurethane that lets you change the tone by adding, say, brown, to balance it out. Its always best to build your color graduallythe one thing you cant do is go lighter.
Blotchiness is caused by irregular pores, most often found in maple, pine, alder, aspen, poplar and birch, that absorb stain unevenly. The best way to reduce blotchiness is to apply a coat of Minwax Pre-Stain Wood Conditioner after your final sanding, but before you apply your Minwax stain.
Water-based stains need to be stripped off before you apply a new finish, while oil-based stains can be recoated after you use a deck cleaner. To test the stain: Apply a small amount of deck stripper to a small area on your deck. Let it sit for about 15 minutes, then wipe it off with a cleaning rag.
