The correct order is US, then other nationality (always flown at the same height as the US flag), and then state flag. Section 7g of the Flag Code states: When flags of two or more nations are displayed, they are to be flown from separate staffs of the same height. The flags should be of approximately equal size.

TL;DR Use the Flags attribute on your enum type. Use bit values as the enum representation because it allows you to use bitwise operators. Add up enums into a variable using the | operator. Use the HasFlags() method to determine whether one or more bit fields are set in an enumeration value.
Each feature flag has two parts: a name and a list of one or more filters that are used to evaluate if a features state is on (that is, when its value is True ).
